Airbrushed Flaming Skull on Fire on Canvas Board with Black Background and Frame

The title pretty much says everything that the picture main picture shows. Painted by some random artist from Phoenix, AZ. Painting is signed but I never heard of him. Would look at home in a garage, tattoo parlor, bar, strip joint (...I mean gentleman's club), motorcycle club, etc. the frame is...well, it's a frame, there's no disputing that much. However, it's not master craftsmanship, I can tell you that. I'd say, closer to intermediate high-school woodshop class at best. Best guess,  the guy used the wrong tools, hardware that was also wrong for the wood being used and had no experience building frames on any artisan level scale.
